In a large mixing bowl, combine the halved Brussels sprouts, olive oil, minced garlic, garlic powder, onion powder, and red pepper flakes. Season with salt and pepper, and toss until the Brussels sprouts are well coated.
Spread the Brussels sprouts in a single layer on the prepared baking sheet, cut side down to maximize crispiness.
Roast in the preheated oven for 20-25 minutes, stirring halfway through, until the Brussels sprouts are golden and crispy.
Remove the baking sheet from the oven and immediately sprinkle the grated Parmesan cheese over the hot Brussels sprouts, allowing it to melt slightly.
Toss gently to combine and return to the oven for an additional 2-3 minutes until the cheese is bubbly and slightly golden.
Remove from the oven and garnish with fresh parsley before serving.
Notes
For extra heat, add more red pepper flakes.
